Policy on extension of time for submission of reports for evaluation for tenure and promotion, in the case of women faculty members who have undergone maternity

Council in its meeting held on 24th June, 2017 vide resolution no. VII, resolved that, “(i) a provision be made in the existing evaluation policy for tenure and promotion in the case of women faculty member who undergoes maternity by sanctioning a benefit of additional one year for consideration for evaluation for promotion or tenure. (ii) This benefit be limited to only two maternities in a woman’s career.

To implement this policy, the following procedure is prescribed:

A woman faculty member is at liberty to specifically request the administration to take up her evaluation for tenure or promotion in the normal course, without availing the benefits detailed below.

Benefit of extension of time for review for tenure:

For assistant professors recruited prior to 19th September, 2015:

At present, the initial contract of every tenure-track assistant professor who was appointed prior to 19th September, 2015 is reviewed by calling for a work report before the end of 5 years. If the work is satisfactory, they are offered tenure. Otherwise, contract is extended for a single additional period of up to 5 years. This procedure will apply to women assistant professors, who have not undergone maternity in the first 5-year contract period.

  1. In the case of women assistant professors who have undergone maternity in the first 5-year period, the contract will automatically be extended for a further period of 5 years.
  2. In Case (a), for the purpose of evaluation for tenure, her work will be reviewed at the end of 6 years, if the individual has undergone a single maternity or at the end of 7 years, if she has undergone maternity two times.
  3. If the woman faculty member is successful in the review, tenure will be offered from the end of 6 years or 7 years, as the case may be. Else, she will continue on contract until the end of second 5-year contract.
  4. The contract of women assistant professors who are on extension of contract for period less than 5 additional years, will be deemed to be extended up to5 years (making a total of 10 years for the two contract periods), if the woman faculty member has undergone maternity within 6.5 years of service.

For assistant professors recruited on or after 19th September, 2015:

At present, for assistant professors recruited on or after 19th September, 2015, tenure is given along with promotion to associate professor (need to refer to the later section). At the end of the first 5-year contract of every assistant professor appointed on or after 19th September, 2015, contract will be extended automatically for a period of 3 years. This procedure will apply to women assistant professors, who have not undergone maternity in the first 5-year contract period.

  1. In the case of women assistant professors, who have undergone maternity during the first 5 years, upon completion of the first 5-year contract, the contract will be automatically be extended for a further period of 5 years. (Instead of 3 years, as in the case of other assistant professors).
  2. The contract of women assistant professors who are on extension of contract for 3 years, will be deemed to be extended by 2 more years, if the woman faculty member has undergone maternity within 6.5 years of service.
  3. There will be no change in contract duration, if the woman faculty member undergoes maternity after 6.5 years (as these women were expected to have submitted their peer review papers before 6.5 years)

Benefit of extension of time for submission of report for review for promotion:

For assistant professors recruited prior to 19th September, 2015:

  1. If the woman faculty, whether on tenure or on contract, undergoes one maternity before 6.5 years of service, she will have time up to 7.5 years to submit her report for evaluation for promotion.
  2. If she undergoes maternity two times before 7.5 years of service, she will have time up to 8.5 years to submit her report.
  3. If she is successful in her evaluation based on the report submitted at the end of 7.5 or 8.5 years, as the case may be, she will be promoted from the due date of her promotion.
  4. If she submits the report between 7.5 and 8 years or 8.5 and 9 years, as the case may be, and if she is successful, she will be promoted from the date of approval of the Council.
  5. In the case of women assistant professors on contract, work report for evaluation for promotion will not be considered after 8 years if she undergoes one maternity and 9 years if she undergoes maternity two times, as against the 7-year limit prescribed for other assistant professors on contract.
  6. If the woman assistant professor on contract, is not successful in evaluation or fails to submit the report within 8 or 9 years as the case may be, the contract would cease to exist at the end of the second 5-year contract.

For assistant professors recruited on or after 19th September, 2015:

  1. If the woman faculty, whether on tenure or on contract, undergoes one maternity before 6.5 years of service, she will have time up to 7.5 years to submit her report for evaluation for promotion.
  2. If she undergoes maternity two time before 7.5 years of service, she will have time up to 8.5 years to submit her report.
  3. If she is successful in her evaluation, she will be promoted from the due date of her promotion.
  4. In the case of women assistant professors on contract work report for evaluation for promotion will not be considered after 7.5 years if she undergoes one maternity and 8.5 years if she undergoes maternity two times, as against the 6.5-year limit prescribed for other assistant professors on contract.
  5. If the woman assistant professor on contract, is not successful in evaluation or fails to submit the report within 7.5 or 8.5 years as the case may be, the contract would cease to exist at the end of second 5-year contract.

Evaluation for promotion of woman associate professor to professor:

A similar extension of time for assessment of promotion will be provided to woman associate professors, when they are evaluated for the positon of full professor. However, the total number of such extensions is limited to two instances of maternity during the career of a woman faculty member.

Women Tenure Policy – different scenarios

Pre-Sept-2015 recruited Assistant Professors

Further, if the woman  faculty who is on contract, submits the report between 7.5 to 8 years in the case of one maternity and 8.5 to 9 years in the case of two maternities, if successful, her date of promotion will be effective from the date of approval of the Council.

 

If the woman faculty who is on contract, is not successful in evaluation or fails to submit the report within 8 or 9 years as the case may be, the contract would cease to exist at the end of second 5-year contract.

 

2. At least 1 maternity between 5 to 6.5 years. If the faculty is contract, the contract will be deemed to have been extended by 2 years there by making the second contract a full 5 years. Same as above.
3. Undergone maternity after 6.5 years No change in time lines. No change in time lines.

 

Assistant Professors appointed on or after Sept-2015.

 

1. At least 1 Maternity in the first 5 years The contract will be automatically extended for a further period of 5 years.

 

Report has to be received before 7.5 years in the case of one maternity and 8.5 years in the case of two maternities. If the report is received with in extended time lines, the evaluation will be from the due date i.e. the end of 6 years. Tenure is given along with promotion.

If the faculty is not successful in evaluation, her contract will cease to exist at the end of 10 years.

 

Further, if the faculty does not submit the report within 7.5 years in the case of one maternity and 8.5 years in the case of two maternities, they cannot submit the report for evaluation and her contract will expire at the end of 10 years.

2. At least 1 maternity between 5 to 6.5 years. Contract for 3 years will be deemed to have been extended by 2 more years. Same as above.
3. If the woman faculty undergoes maternity after 6.5 years. No relaxations. No relaxations.
