Mobility and Mobilisations in India’s Northeastern ‘frontiers’
Abstract: You are in a forest covered in snow, your phone is out of network range, the nearest human habitation is an arduous hike away. And yet your proximity to the ‘state’ is perhaps greater than ever. The frontier regions and borderlands of Northeast India is made up of such seemingly paradoxical binaries of control/mobility, isolation/attachments, highlighting a major dilemma for contemporary bordering practices, that of concurrently facilitating differentiated mobility while ensuring territorial integrity. Discussing this further through ethnographic accounts from few borderlands and ‘frontier’ towns of Northeast India, the lecture will reflect on some recent developments such as the debate surrounding the scrapping of ‘India-Myanmar Free Movement Regime’ and the intense assemblage of infrastructure along the Sino-Indian, eastern Himalayan borderlands. As there is a growing interest to highlight the Northeast Indian region in India’s Indo-Pacific vision and strategic calculations, the moment is also pertinent to ask what do these unfolding flows and frictions along the frontiers and borderlands of Northeast India tell us about the durability, challenges and prospects of flagship policies such as ‘Act East’ and ‘Neighbourhood First’?
